Leasing in the world and Kazakhstan: A feature of the industry

The modern leasing industry became widespread in 1952 in San Francisco. The breakthrough came thanks to Henry Schofeld, founder of the United States Leasing Corporation. An interesting fact is that initially the businessman intended to carry out only one leasing operation, but later realized that this was a fairly profitable and in-demand business.

In short, leasing can be called an investment resource for updating the technical base of agricultural production. It was quickly used all over the world. In France, the first leasing company appeared already in 1957. Its main focus was the leasing of industrial equipment. In England, such a structure was established in 60, in Germany - in 62, and in Italy - it was opened in 1963. Leasing also began to develop in Asia in the early 60s.

Today, Kazakhstan has already become one of the countries actively developing the leasing industry. Leasing as a form of investment in the agricultural sector of the economy contributes to the modernization of fixed assets in the agriculture of the republic, thus ensuring the effective functioning of the industry. Leasing financing of the agro-industrial complex allows them to be updated without significant expenses for farmers. Due to the seasonality of the work, the solvency of farmers is also subject to constant fluctuations, and the leasing system allows for rational allocation of funds to pay for equipment.

KazAgroFinance JSC has been a national leader in the leasing market of the country for about twenty years in the republic. The main mission of the company was to promote the renewal of agricultural machinery and equipment through the provision of high-quality and competitive financial services.

Farmers have already assessed the possibilities of this form of lending, under the terms of which the leased assets can be used immediately after the first payment is made. The conditions of the leasing system are similar to the rental ones, however, the leasing of agricultural machinery and equipment proposed by KazAgroFinance implies its subsequent purchase. At the same time, the long duration of leasing agreements distinguishes it from other financial instruments.

By the way, according to the terms of the company, the farmer will not be able to purchase equipment that does not meet his real work needs. Therefore, misuse of funds is excluded here.

As practice shows, it is easier to purchase equipment on lease than on credit. This is due to the fact that the requirements for the lessee are less stringent. For example, KazAgroFinance does not require additional collateral. The leased asset continues to be owned by the lessor during the entire term of the agreement.

In addition to KazAgroFinance, which accounts for the majority of all leasing operations in the republic, about ten large such organizations operate in the Kazakh market. One of them is the company "Leasing Group", "Raiffeisen Leasing Kazakhstan" and "DBK Leasing". The priority sectors for leasing structures are agriculture, construction, transport, as well as the oil refining industry. For the most part, lessors are focused on working with small and medium-sized businesses.

It is important to note that when contacting a company specialized in this matter, the client frees himself from the need to choose suppliers and purchase the equipment itself. The lessor has reliable information about possible partners and offers suitable options for cooperation.

For most organizations, leasing is already becoming a priority form of financing. Leasing's contribution to the development of the global economy is one of the potentially strong and developing ones. As long as such financial structures have access to funds, they will be able to remain among the main sources of investment in the world. 

In some works of scientists, leasing is defined as an instrument of industrial and innovation policy of countries, despite the wide scale of the leasing mechanism for financing investments involved in this policy.

In developed countries, over 60% of companies are connected with leasing in one way or another. The use of leasing is also quite diverse. In world practice, there are such forms of it as operational, financial, refundable, separate and direct leasing. These types are highlighted as the most in demand. However, only two of them are considered basic – operational and financial.

Currently, the average volume of leasing operations per company in the world is about $ 60 million. In countries with widespread use of the instrument for regulating leasing activities, the volumes are much higher.

As for KazAgroFinance JSC, over the period from 2000 to 2018, the Company leased over 43 thousand units of equipment. The demand for the company is indicated by the market share of the agro-industrial complex of the country, which is 90%. The organization's activities are supported by the state. For example, conditions have been created in the form of exemption from customs duties when importing equipment, and the company itself has a wide regional network and is represented by 14 branches throughout Kazakhstan.
