Pedigree Cattle for the Kazakhstan Farms 17.04.2012 It takes two-three years for the Kazakhstan farms purchasing the foreign pedigree cattle in order to begin influencing the meat market in the republic. Only the people far from the agriculture may complain about the lack of the immediate results from the livestock imported a half a year ago, they say at the cattle-breeding farm “Aksanat Engineering” LLP, that one is in the Tyulkubasskiy region of South-Kazakhstan oblast. In November of the last year the farm purchased 439 heads of Hereford and Angus cattle from Australia (425 bred heifers and 14 sires). The Project was implemented under the financial leasing by KazAgroFinance, which allocated over KZT300 million for purchasing of the high productive livestock within the framework of the Program for Creation of the Reproducer Pedigree Farms. The bred heifers and bulls imported from Australia are at the finishing stage of acclimatization and as of today there is the first animal yield. The calving period will continue till the end of April. There is very strict admission order at the farm: the quarantine measures protect the pedigree stock both from the aliens and the occasional animals. There is order and nothing unnecessary in the territory. The farm’s specialists, went to Australia for the cattle, note that the Tyulkubasskaya farm has no especial difference from its foreign congener in this regard. The Commercial Manager of “Aksanat Engineering” LLP Bauyrzhan Kozhabergenov willingly shares the plans, and based on his farm’s example, makes outlooks regarding the actual feedback from the efforts on the national animal breeding sector development. The first year any farm, which purchased the pedigree cattle, will only increase the stock for the account of own reproduction, Kozhabergenov says. For example, it is planned to bring the main stock up to 900-1000 heads at the farm “Aksanat Engineering”. And only in 2-3 years the animal yield obtained from the main stock will come into the market or, probably, will be auctioned for the improvement of the livestock gene pool of the other farms. KazAgroFinance provides the principal repayment privileges for this period (up to 3 years). On the farm specialist’s opinion, the Program for Development of the Cattle Meat Export Potential, being implemented with the participation of KazAgroFinance, and its terms are the best one that is necessary for providing the country with the meat. In the near future many farmers will switch from the observers category to the category of their projects’ implementators that, undoubtedly, will have the positive impact on the meat product market and the prices. The applications for financing incoming to the national leasing company prove the words of the Commercial Manager of the farm. As is well known, KazAgroFinance started financing of the Investment Projects in 2011. If for the last year the Company approved 19 projects (importing of over 5 thousand heads of cattle), in 2012 KazAgroFinance is intending to finance the purchase of 12 000 heads of foreign selection cattle. KazAgroFinance finances the projects on the foreign cattle import for the account of the republican budget funds on the terms – 4 per cent per annum for up to 9 years and the grace period for the principal repayment of up to 3 years. “KazAgroFinance” JSC is the company established by the Decree of the Government of the Republic of Kazakhstan in 1999. The key goal is the support of the agricultural sector of the republic by providing the access of the agricultural manufacturers to the financial funds, as well as to the agricultural machinery and technological equipment on the lease basis. It is the part of the National Managing Holding “KazAgro”. Today “KazAgroFinance” JSC finances the Investment Projects in the agricultural sector of the Republic of Kazakhstan with creation of the network of large dairy farms, meat poultry farms, greenhouse complexes, vegetable storehouses, agricultural machinery assembly production, feed yards, meat-processing complexes, pedigree farms (reproducers), and slaughter points, as well as the development of the Kazakhstan grain export infrastructure and its deep processing, construction and modernization of the granaries, implementation of the drip irrigation, development of the fine wool production and processing the in the republic.
